Survey of basic understanding of chemical laboratory workers’ towards green laboratory management: A case study in a public sector การสำรวจความรู้ความเข้าใจเบื้องต้นเกี่ยวกับห้องปฏิบัติสีเขียวของผู้ทำงานในห้องปฏิบัติการที่มีการใช้สารเคมีของหน่วยงานภาครัฐแห่งหนึ่ง

ห้องปฏิบัติการสีเขียวเป็นแนวคิดในการจัดทำห้องปฏิบัติการขององค์กรให้มีความปลอดภัยและยั่งยืน ด้วยการใช้ทรัพยากรอย่างมีประสิทธิภาพ และเป็นมิตรต่อสิ่งแวดล้อม ซึ่งความรู้ความเข้าใจในเรื่องดังกล่าวของบุคลากรขององค์กรเป็นองค์ประกอบที่สำคัญยิ่งต่อการขับเคลื่อนการพัฒนาห้องปฏิบัติการสีเขียว กรณีศึกษานี้เป็นการสำรวจบุคคลากรที่ทำงานในห้องปฏิบัติการที่มีการใช้สารเคมีของหน่วยงานภาครัฐแห่งหนึ่งเกี่ยวกับความรู้ความเข้าใจเบื้องต้นเกี่ยวกับห้องปฏิบัติการสีเขียว ประสบการณ์ที่เกี่ยวข้อง การใช้สารเคมีและการจัดการทรัพยากรในห้องปฏิบัติการ และความคิดเห็นในการพัฒนาห้องปฏิบัติการสีเขียว เพื่อเสนอแนะแนวทางในการเตรียมทรัพยากรบุคคลในการพัฒนาห้องปฏิบัติการสีเขียวขององค์กร ผลการสำรวจจากกลุ่มตัวอย่างจำนวน 262 คน พบว่า บุคลากรขององค์กรส่วนใหญ่มีความรู้ความเข้าใจเบื้องต้นในหลักการของห้องปฏิบัติการสีเขียว แต่ผลการประเมินโดยใช้ข้อคำถามที่เกี่ยวกับการใช้สารเคมีและการจัดการทรัพยากรอย่างมีประสิทธิภาพ พบว่า บุคลากรยังมีพฤติกรรมที่ไม่สอดคล้องกับการจัดการห้องปฏิบัติการสีเขียวในบางด้าน โดยเฉพาะในด้านการจัดการสารเคมี เพื่อลดผลกระทบต่อสิ่งแวดล้อม ดังนั้น การพัฒนาห้องปฏิบัติการสีเขียวขององค์กรดังกล่าว ควรผลักดันให้มีการเสริมสร้างความรู้ความเข้าใจเชิงลึกเกี่ยวกับห้องปฏิบัติการสีเขียว โดยเริ่มต้นด้วยเรื่องการจัดการสารเคมีอย่างมีประสิทธิภาพ การพัฒนาทรัพยากรบุคคลขององค์กรให้มีศักยภาพในการจัดการห้องปฏิบัติการสีเขียว มีความเข้าใจแนวปฏิบัติสีเขียวสำหรับการทำงานในห้องปฏิบัติการ และรณรงค์ให้มีการนำแนวปฏิบัติมาใช้ ซึ่งจะเป็นการส่งเสริมให้บุคลากรมีพฤติกรรมที่เป็นสีเขียว ตลอดจนเป็นบุคลากรคุณภาพที่ช่วยในการขับเคลื่อนการพัฒนาห้องปฏิบัติการขององค์กรให้มีความยั่งยืนต่อไป

Abstract

Green laboratory is a concept that aims to manage laboratories to be safe and sustainable.  This concept also includes using resource efficiently and being environmental friendly. To achieve such green practices in an organization, it is undeniable that knowledge and understanding of the human resources of the organization are a vital drive the development of green laboratories. In this case study, we conduct a survey of laboratory workers who work in the Department of Science Service. The objective of this research is to evaluate the basic understanding of the target group on green laboratory concept in terms of related experiences, the use of chemicals and resources in the laboratories, and their opinions toward green laboratory development. The result from the 262 respondents shows that, in general, the workers have basic understanding of principles of green laboratories. However, according to a set of questions regarding the use of chemical and resources in their laboratories, their behaviors seem not comply with green laboratory practices, especially, in managing of chemicals to reduce environmental impacts. Therefore, to support the development of green laboratories, the organization needs to provide knowledge and understanding to workers, and may begin with how to manage chemical efficiently. The capability building of human resource will help them understand green practices and green laboratory management, and put these green knowledge and understanding to practice, which in turn will contribute to the laboratory sustainability of the organization.
